EMERGENCY MEDICAL CENTER (EMC)
OBJECT:
Medicine and Nursing Emergency Prehospital System for the region of Epirus
YEAR:
2008

Brief Description of the Project

The proposed system of emergency medicine of the 7th EMC Region aims at supplying the mobile medical units with the appropriate tools, in order to significantly improve the two basic components that greatly affect the result of an incident, meaning the quality of the prehospital assistance provided, as well as the transport time of the injured at the hospital.

The project involves the provision of the logistics equipment required for implementing and operating the proposed application and the installation-configuration of the appropriate equipment in 30 ambulances of the 7th EMC Region, in 4 EMC centers (Ioannina, Arta, Preveza, Igoumenitsa) and in the Emergency Departments of 5 hospitals in the Epirus Region.

The technical solution offered by SPACE HELLAS, includes products and services of acclaimed companies abroad that specialize in the main scopes of the project, such as PHILIPS regarding the Surveillance and Clinical Data Reception Devices, and also DELL (ΙΤ equipment) as well as CISCO Systems (Network Equipment), MLS (Navigator) and other well-known manufacturers, which complete the company’s proposal through their offered equipment.More specifically, through the Technical Offer of SPACE HELLAS, the EMC is equipped with a complete Electronic System.

The project individual objects are the following

  • Equipment of EMC mobile units (ambulances)

Each ambulance will be equipped with a Portable Surveillance and Clinical Data Reception Device, which will enable the reliable and automatic record of a sequence of vital data directly in digital form. It integrates functions of Defibrillator, Electrocardiograph, Recorder, Oximeter and Thermometer.

Portable Computer Unit (tablet PC or laptop Pc), which will be installed in each ambulance and will be connected to the Portable Surveillance and Clinical Data Reception Device. The vital signals, as well as all the information sent to the EMC center and the ICT of the transport hospital through the GPRS connection will be saved in the Portable Computer Unit.

    GPS autonomous portable device

Navigation terminal device, which will dispose of an integrated GPS receiver and will be used to represent geographical information, for instance the position of the ambulance on a special map edition installed in its memory.

Digital maps along with the relevant Navigation Software that will be installed at the navigation terminal devices of the 30 EMC ambulances through the appropriate extension ports the latter provide. Therefore, the ambulance drivers will be able to immediately identify the scene of an incident and be properly guided through graphic and vocal instructions.

  • The Hospital Emergency Departments will be equipped with the following:

Vital Signals and Data Management Servers, which when necessary, will be sent to them by the corresponding servers of EMC Centers.

    UPS

    Backup System

  • The EMC Center, which composes a telecommunications hub, will be equipped with the following:

Vehicle Fleet Management Servers, which, by using the appropriate software will undertake the communication with the mobile units and the maintenance of the traffic data in a relational database.

Vital Signals and Data Management Servers by the EMC mobile units. These computers will undertake the storage and process of signals and patient files, which will be sent from the mobile computer units of the EMC ambulances through the GPRS/GSM system.

Client PCs for the operators and transmitters work stations of the call center.

UPS for cases where the power supply is interrupted.

Backup System for storing data copies aiming at using them in case of a computer failure or the hard disc, or specific files failure. All the EMC data copies will be saved at the specific system.

Geopolitical background management and configuration Software, which will be installed at servers that will equip the 4 EMC Centers of the Epirus Region. Moreover, it will be accompanied by flexible software units (API Interfaces), which will offer the possibility of upgrading and enriching the EMC applications with geographical data. These units are required for the maps processing as well as for the availability and exploitation of geographical data.
